Artificial intelligence: the EU will legislate to avoid drifts

The European Commission must unveil on April 21 a proposal to supervise artificial intelligence applications, with the double objective of reassuring the population by repressing dangerous drifts and creating harmonized rules promoting the development of these technologies.

The draft payment, which AFP was able to consult, provides for prohibiting a very limited number of uses which threaten fundamental rights.Will be prohibited the systems of "generalized surveillance" of the population, those "used to manipulate the behavior, opinions or decisions" of citizens, or systems of "social notation" of individuals from in particular their behavior or their personality.

In this technological race, Europe is trying to catch up on the United States and China.To promote innovation in this area, Brussels intends to provide a clear legal framework for businesses and a harmonized market through its 27 Member States.

To do this, the draft settlement provides to introduce tests of compliance with European standards for applications deemed "at high risk" before their arrival on the market.These requirements will be added to the already existing rules in terms of product safety.

The text provides a list of "high -risk" systems.A first category, including "the remote biometric identification of people in public places" and "security elements in essential public infrastructure" will be imposed on compliance tests carried out by a third -party authority.

A second category includes in particular the prioritization systems of emergency services, the tools used for recruitment, or to determine access to educational institutions, or to assess the solvency of people.The conformity of these applications will be guaranteed by self-assessment led by the supplier.

The other uses, not classified as at "high risk", will not be imposed almost no additional regulatory constraints.

Business offenses, depending on their severity, could be punished by fines of up to 4% of their global turnover, according to the version of the project consulted by AFP, and which could still evolve before its validation.
